History
Professional engineers Mike Calocerinos and Frank Spina opened for business on January 1, 1968, as a Syracuse-based partnership. Their goal was to provide the more personalized, high-quality service that is typical of a small- to medium-sized company. The six-person firm, named Calocerinos and Spina Consulting Engineers, concentrated on civil engineering (sewage and drainage) for local municipalities. Now some 400-people strong and providing a wide array of service solutions, the C&S organization continues to emphasize a very personal, customer-centric approach to business.
While basic civil services were the firm's staple through the 1970s, Calocerinos and Spina anticipated opportunities in developing markets and decided to diversify and broaden their base of customers accordingly. Transportation was one of the first areas to be developed, and it wasn't long before the firm became recognized as a leader in highway/bridge design and construction inspection services, along with a particular niche in airport/airfield improvements.
In the early 1980s, new environmental regulations precipitated a demand for services in management and compliance, which Calocerinos and Spina met successfully. Today, C&S environmental services range from industrial compliance plans, wetlands delineation, and air quality programs to municipal waste management, water and wastewater treatment, and hazardous materials remediation.
Following the passing of Frank Spina and eventual retirement of Mike Calocerinos, the diversification and expansion continued. Construction management and program management services were added to the portfolio. In 1991, building on its airport-related experience, C&S began work on what was to become the first of many federally funded initiatives of its kind-sound insulation of homes adversely impacted by aircraft noise. Today, C&S is widely recognized as one of the premier sound attenuation service providers at airports across the United States, effectively establishing the QuieterHome and QuieterSchool brands.
Design Build and Technical Resources (specialty contracting) companies were developed in the early 1990s to answer the increasing request of customers for single-source, turnkey solutions. To commemorate a new era while still honoring the vision of its founders, the organization shortened its name to C&S. Orrin MacMurray was appointed president of C&S Engineers, Inc., in 1994 and later became CEO of the holding company to which all the affiliates belong. Geographic expansion soon ensued, with several new offices established.
In 2007, C&S branched out into technology solutions, acquiring Que Centre, LLC, the developer and distributor of Que Centre facilities management software, which is used by dozens of clients across the Northeast, including universities, K-12 schools, and municipalities.
Today, the C&S Companies—with additional offices in Buffalo, Rochester, and Binghamton, New York; Cleveland, Ohio; Detroit, Michigan; San Diego and Temecula, California; and Orlando, Florida—continue to grow strong, recruiting and retaining some of the most knowledgeable and innovative professionals in the business.
There have been many changes at C&S over the past 40+ years, all of which have been aimed at meeting the evolving needs of the organization's clients and communities. One thing that hasn't changed throughout the years, however, is what we define as our core purpose:
