Fresh & Easy Neighborhood Markets Site Development

Fresh and Easy Neighborhood Markets, a Division of Tesco Inc., the leading retail market chain from Europe implemented a plan to open nearly 600 markets in San Diego, Los Angeles, Orange, Riverside, and San Bernardino counties. Fresh & Easy undertook market research and analysis of the City of Moreno Valley, located in southwestern Riverside County. Based on their research, Fresh & Easy elected to build four markets within the greater Moreno Valley area. C&S was contracted to prepare street improvement, precise grading, erosion control, public and private water and sewer plans.

This project was built on a vacant lot with no existing structures, so demolition plans were not required. There is a 100-foot California Water Authority Easement that traverses across the northeast corner of the project and the agency required special permitting in order to build the parking lot and landscape improvements within their easement. Street improvements on Fredrick Street were required and improvements to the existing street included the construction of a new bus bay and a landscaped median island with left turn pocket for project entry. The project also backed up against existing single family residences and special grading and block walls were constructed in an effort to screen the commercial development from the residences. The project also was required to install eight-inch fire protection line as well as upgrade the existing water service to the property. This project had three different governing agencies: City of Moreno Valley—building, site and street improvements; Eastern Municipal Water District—water improvements; Edgemont Community Services District—sewer improvements. Final civil engineering plans were prepared for review and approval of all three agencies.
