Land Acquisition

C&S has provided technical support services for numerous fee simple land acquisition and avigation easement projects for airport development and obstruction removal. Our acquisition experience includes:

  • Metes and bounds mapping for partial fee takings
  • Describing and mapping of imaginary surface elevations for avigation easement acquisitions
  • Soliciting professional real property appraisals and review appraisal services for determination of the fair market value of the acquisition
  • Providing technical support services for submittal of the statement of compliance for evaluation of National Environmental Policy Act (NEPA) conformance per FAA Order 5050.4 and the State Environmental Quality Review Act (SEQRA)
  • Paralegal assistance in negotiating with property owners, such as the preparation of the written offer at the initiation of negotiations, a written log of negotiations with the property owner, the offer to acquire tenant owned improvements, and a negotiated agreement, proposed administrative settlement, or recommendation for condemnation.
  • Assistance in obtaining subordination agreements in completing the federal guidelines for Sponsor Certification of Title.
  • Assistance in performing the relocation assistance procedures in conformance to the Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (as amended).
  • Assistance in completing Sponsor Pre-Reimbursement Federal-aid Compliance Review with an on-going database of all milestone points recorded within a chronological listing of preceding and subsequent events as the project progresses towards completion.
  • Assistance sponsors with state and federal grants administration.

In addition, C&S has developed Trackit LandTrack software, which is a customizable, web-enabled database application that manages land acquisition activities for airports. Trackit LandTrack has been and is currently used by some of the largest and busiest airports in the country.
