John Trimble, P.E., LEED AP, President and CEO

John is responsible for overseeing all of the company’s design and construction projects and staff. He also executes the strategic and tactical operational plans for C&S, leads in optimizing business functions, and continues to diversify and grow the business nationally. John has been with C&S since 1990. He has also served as C&S’s vice president overseeing facilities design services and as president of our construction management company. Prior to that role, John managed the industrial facilities design group, worked as a general manager for our construction management group, project/operations manager for C&S’s construction company and design engineer in the transportation design group. John earned a degree in civil/structural engineering from Clarkson University and is a licensed professional engineer in numerous states. He is also a LEED accredited professional through the US Green Building Council.

John Spina, Senior Vice President and Chief Administrative Officer

John began his career at C&S in 1975 and has been a key and pivotal member of the C&S team. John’s leadership and dedication has contributed to the organizational growth and national expansion of the firm. With over 35 years in the industry, John has a broad experience base and is responsible for the day-to-day operations of C&S’s administration group, which includes human resources, marketing, business development information technologies, executive leadership, and management. John is actively involved in C&S’s strategic planning process and is responsible for implementation of many aspects of that plan. John serves as a member of the board of directors for the C&S Companies, and is a member of the executive team. In addition, John is a steward of the community and is involved with many organizations. He currently serves as president of the board of directors of Partners for Education and Business. He also served as chairman of the board of directors for Leadership Greater Syracuse. He is a graduate of Syracuse University and a 1997 graduate of Leadership Greater Syracuse.

Michael Walker, Chief Financial Officer

WalkerMichael Walker has worked with the C&S Companies for more than 30 years, beginning as assistant controller and advancing to chief financial officer. When Mike joined the company, gross revenues were around $10 million per year. Since then, the company has grown significantly, projecting over $80 million in gross revenues in 2015. Mike has lead C&S’s efforts to evolve our insurance, finance, and accounting infrastructure to accommodate a business that has grown seven-fold since he joined the firm. As the individual business units within the C&S Companies have grown and diversified, our internal accounting practices have required significant evolution. Mike has consistently provided outstanding leadership, as well as professional, knowledgeable guidance as he has overseen this significant growth. He has developed a new accounting department strategy, including adding a controller and implementing a new state-of-the-art accounting software system for project management, cost control, and corporate financial management. All of this has been done while keeping a keen eye on controlling overhead cost and maximizing profitability. As C&S has grown, our banking relationships have had to grow as well. Mike has successfully developed a series of banking relationships with multiple financial institutions, ensuring that C&S has the operating funds and capital necessary to run our business successfully.

Ellen LaBerge, Chief Legal Officer

LaBergeEllen has been with C&S since 1996, when she became only the second general counsel in the firm’s history. Ellen has served C&S during a period of significant growth and change. During Ellen’s tenure she has personally led the legal aspects of our growing firm, having overseen many mergers and acquisitions and many corporate legal issues. Ellen has a reputation as a trusted and thoughtful advisor and her counsel is sought on a wide range of business matters. Ellen is a 1980 graduate of Dartmouth and a 1983 graduate of Notre Dame Law School. She was among the first women to attend Dartmouth, entering just three years after the school began admitting women. As a seasoned, practicing attorney for more than 30 years, Ellen also understands the importance of equal access to legal representation for all people and served as both a board member and president of the Legal Aid Society (The Hiscock Legal Aid Society) for two terms. This organization provides free legal assistance to people in need in our community. In addition, Ellen has volunteered for many other community organizations, serving locally and nationally. Ellen is passionate about education at all levels and spends much of her community service time with various educational institutions. Ellen’s professional affiliations include serving on the Notre Dame Law Association Board and as the secretary and recruiting coordinator of the Dartmouth Club of CNY.

Robert Duclos, Senior Vice President

Duclos Bob has served in project management and leadership roles for a wide variety of civil and environmental engineering projects for more than 23 years. Typical projects have included water and wastewater pipelines, storage tanks, pumping stations, treatment plants, parks and recreational facilities, solid waste facilities, wireless communications facilities, government radar installations, and general civil engineering development projects. His experience includes all phases of project development, from planning, design, construction administration, construction inspection, and environmental compliance. Several of Bob’s projects have received national distinction including diamond and gold awards from the American Council of Engineering Companies and a gold award from the American Public Works Association. Bob is a graduate of the American Council of Engineering Companies Senior Executive Institute and Leadership Greater Syracuse.

Michael Hotaling, Senior Vice President

HotalingMichael’s entire professional career of nearly 25 years has been dedicated to assisting airport management finding effective solutions to complex issues. Airport sponsors have leveraged his expertise in planning and environmental studies, design and construction projects, noise mitigation programs, and creation and deployment of successful community outreach programs. He was a member of the FAA Western Pacific Region’s executive committee charged with developing the first-ever best practices guide for California airports. Michael has served as project manager for more than 30 airport sponsors, conducting master plans, environmental assessments and other specialized planning studies over the last two decades. He has developed effective skills in project leadership, stakeholder facilitation, FAA coordination, noise and air quality analyses, development of realistic and practical alternatives, and preparation of financially feasible airport capital improvement plans.

Ronald Peckham, P.E., Chairman

Ron has been with C&S for 27 years and is responsible for corporate planning, operations, business development, marketing, and leadership development. During his career, Ron’s responsibilities have included planning, engineering, project and construction management projects with a construction value more than $300 million. This work has involved infrastructure, transportation, facilities, forensic, and other civil engineering assignments. Under his leadership, C&S has consistently expanded its geographic service area and now serves clients nationwide. Ron has been actively involved in developing new markets since 1981. He is responsible for visioning, implementing and facilitating the firm’s strategy for evolution and positioning in an ever- changing and evolving marketplace. Ron also provides leadership for the C&S Companies’ five-year strategic plan. Ron has been active in the Airports Consultants Council (ACC) for more than twenty years. He served as Chairman in 2010, and recently served as facilitator for the development and startup of ACC’s Security Manufacturers Coalition. Ron has chaired several committees and was actively engaged in the development of ACC’s Institute. Ron is very involved with a number of local community organizations. He currently serves as a member of the advisory board of directors of OnPoint for College and the Hillside Family of Agencies. In addition, Ron has served on the board of directors of the Rescue Mission, is a member of the American Heart Association Corporate Support Committee, and is a Young Life Committee member.

 Orrin MacMurray, P.E., Chairman Emeritus

“Mac” joined the organization in 1972, after serving as an officer in the United States Army Corps of Engineers and participating in active-duty tours at Fort Drum, New York, and in Vietnam. A career that began as an assistant engineer some 20 years earlier, and included his first professional license in 1978, progressed to where Mac was elected president of C&S in 1994. As chairman and CEO, Mac spearheaded efforts to diversify C&S’ services, employee population, and office locations.  In recognition of the integral role that Mac continues to play in the success of the C&S Companies, he was appointed chairman emeritus of the board in 2013.  He has held numerous positions outside of business. Mac has been an active member of his town planning board for over 28 years, having held the position of chairman for 14 of those years. He serves on the board of directors and executive committee for the Longhouse Council, Inc., of the Boy Scouts of America and is on the advisory board for Syracuse University’s School of Engineering. Mac is an active member of the Manufacturers Association of Central New York and Presidents Council at the State University of New York College of Environmental Science and Forestry. He is on the advisory board for the L.C. Smith College of Engineering and Computer Science at Syracuse University and is a guest lecturer. Mac is also active in the National Society of Professional Engineers having received the 1997 Engineer of the Year Award for Central New York. He is active in the Water Environment Federation, American Water Works Association, American Society of Civil Engineers, American Society of Military Engineers, and other professional bodies. He is past president of the American Council of Engineering Companies-New York, and past chairman of the National American Council of Engineering Companies, Inc., board member of Upstate Medical University Foundation in Syracuse and The New York Indoor Environmental Quality Center, a past trustee of WCNY Public Television, and secretary of the Onondaga Community College Foundation.
