George Harvey Building Historic Reconstruction
C&S provided design and construction management for the $17 million reconstruction of the historic George Harvey Justice Building in downtown Binghamton, NY. Returning this facility to active use was a major step toward increasing the economic vitality of the area. As part of an initial feasibility study, C&S performed an environmental evaluation and impact study, historical evaluation, conceptual building layouts, and opinions of probable construction cost. A $3 million hazardous material and selective demolition bid package was prepared for asbestos-containing materials, lead-based paints, mold, and other contaminants. The upper floors were removed and a vertical addition accommodated new mechanical system distribution. The historical lobby was recreated using carefully salvaged marble panels, brushed aluminum Art Deco handrails, and gypsum veneer crown moldings. The former legislative chamber was partly recreated to serve as the grand jury room. All building systems were created virtually with BIM. By modeling the entire building and components in 3-D, the design team could recognize conflicts before construction.
