Phoenix Sky Harbor Land Reuse Strategy
C&S developed the PHX Land Reuse Strategy, a comprehensive reuse plan for a mixed-use area west of the airport. Nearly 750 residential properties acquired under the airport’s Voluntary Acquisition and Relocation Services (VARS) program left a patchwork of vacant land and remaining residential, commercial, and industrial uses. C&S was responsible for project management, community engagement, identification of potential future uses for the vacant parcels and assembling a final plan that could be rapidly implemented. Existing parcel data and planning study documents were evaluated, a market analysis prepared, and a concise plan for the future developed. A multi-layered community engagement process included a program management committee, advisory group, and a roundtable for each planning area with members from cultural, business, and community interests. The PHX Land Reuse Strategy is the roadmap for the follow-on phase of the Land Redevelopment Program. The C&S team will coordinate closely with the team for the redevelopment program to expedite meaningful and measurable progress in revitalizing the community.
