HARBORCENTER Brownfield Remediation
HARBORCENTER is a hockey-themed mixed-use development in Buffalo, New York that occupies a full 1.7-acre city block across from and connected to the KeyBank Center and Canalside. C&S worked with HARBORCENTER Development on the site remediation and $240 million redevelopment project, managing the project’s participation in the NYSDEC’s Brownfield Cleanup Program (BCP). We worked closely with the client’s development team to meet an expedited schedule for this complex redevelopment project. Contamination associated with historical operations and fill material had limited redevelopment for decades, but its strategic location on Buffalo’s growing waterfront made it a high priority. To expedite redevelopment, C&S developed a program to pre-certify the remediation depths prior to construction, facilitating the simultaneous completion of shoring installation, mass excavation, foundation construction, and backfilling operations. We completed the construction observation and remediation reporting services, and the project resulted in HARBORCENTER Development obtaining NYSDEC approval of the remedial efforts and the associated BCP tax credits and liability relief. The site has since become one of the most visible projects in Buffalo because of its location on the city’s burgeoning waterfront.
