Batavia Power Plant PPP

Project Description

The Batavia Power Plant, located at 163 Cedar Street in Batavia, New York, is a merchant energy supplier providing electricity to the grid when needed to meet power demand. The total plant has a nominal design capacity of approximately 57 MWs and began commercial operation in 1992. The facility maintains a Title V Operating Permit (Permit ID – 8-1802-00045/00022), effective November 29, 2021, issued by the New York State Department of Environmental Conservation.

Based on a recently completed Reasonably Available Control Technology analysis for oxides of nitrogen, the Batavia Power Plant and NYSDEC have agreed that the emissions from the turbine will be limited to 220 tons of NOx per 12-month period. In addition, the facility is also proposing to cap operating hours of the starter engine to 500 hours per year. As part of the permitting process, the NYSDEC has requested that the facility complete a Climate Leadership and Community Protection Act (CLCPA) analysis and associated Public Participation Plan for the permit modifications limiting NOx emissions of the combustion turbine and hours of operation of the starter engine.
