HARBORcenter Brownfield Cleanup Program Administration and Site Remediation


We worked with HARBORcenter Development on the site remediation and $240 million redevelopment of the “Webster Block” in Buffalo, New York. We managed the project’s participation in the NYSDEC’s Brownfield Cleanup Program (BCP). This complex project required an expedited schedule in order to meet the required facility opening date, and the site has since become one of the most visible projects in Buffalo due to its location on the city’s burgeoning waterfront.

The site is 2.01 acres in the former Erie Canal harbor area and had been used for industrial and commercial uses since the early 1800s. Previous investigations determined that the site was impacted by historic land uses and contaminated urban fill. The presence of this contaminate had limited redevelopment options on the site for several decades.
