Human Services Building Renovation

The Ontario County Human Services Building Renovation was a transformational modernization of a heavily utilized public facility that had not been renovated since its original construction in 1988. The County’s goal was to reimagine the outdated structure into a secure, efficient, and welcoming environment for both employees and the community it serves. The facility houses critical public programs and services such as medicaid, workforce development, probation, veterans services, and child support.

Working within the constraints of an occupied building, C&S led construction activities through a meticulously phased plan that allowed half of the 78,000-square-foot facility to remain fully operational throughout the renovation. This required detailed coordination, constant communication, and proactive planning with the County’s project manager, buildings and grounds staff, IT, and security personnel. A collaborative pull-planning approach rooted in LEAN principles was implemented, utilizing planning boards to visually map tasks, streamline workflows, and maintain schedule discipline across all trades.

The project scope encompassed comprehensive interior and exterior upgrades, including new architectural finishes, modernized mechanical, electrical, plumbing, fire protection, and life safety systems, as well as the retrofit of two existing elevators and a fully integrated security management system, access control, and video surveillance system. The result was a complete transformation of the facility’s aesthetic and functional performance, elevating comfort, accessibility, safety, and operational efficiency for both County staff and visitors.
