Our knowledge of regulatory requirements allows C&S to take a project from conceptualization through construction in any location. We deliver full-service infrastructure engineering and planning to municipalities, developers, public authorities, industry, aviation, public-private partnerships, and private clients of every size. Land Development

C&S helps clients turn their vision for a new site into reality. We work closely with commercial, industrial, retail, institutional, residential, and municipal development teams from initial site selection to design and construction. Our land development services include due diligence; preliminary engineering and entitlement processing; zoning and site approvals; presenting at public hearings; environmental issues/CEQA; designing grading, site utilities, parking layouts, roadway improvements and mapping; inspection, and construction management services. We have excellent working relationships with representatives from regulatory and permitting agencies that help facilitate timely and efficient project reviews and approvals. C&S has years of experience assisting developers and municipalities with their infrastructure management, including the investigation, analysis, rehabilitation, design, and construction observation of public and private developments.

Stormwater Management

Stormwater management has become a much more encompassing topic during the past 20 years. From increasing complexity of regulations to the uncertainty of rainfall patterns, stormwater management and design has the potential to be a major factor in almost any project. C&S has been a leading expert in stormwater management since its inception. We provide services at all scales, from individual site development to encompassing, regional scale studies and modeling programs. We perform HEC-RAS modeling for regulatory floodplain work with FEMA and other agencies. C&S can develop innovative stormwater control measures that are more environmentally friendly and can contribute to a site’s overall sustainability or to a LEED, ENVISION, or any other certification. This includes measures to control stormwater runoff quantity as well as quality. Concepts include green roofs, rain gardens, permeable pavement, vegetated swales, and other options. These measures not only minimize the impacts of stormwater runoff, but also improve the aesthetics of a site and make it more enjoyable for end users.

Municipal Services

The core of C&S’s business has always been our valued municipal clients. Since 1968, we have continued to diversify and expand our services so that we can of­fer engineering services covering nearly everything a community may need.  We aim to serve as a seamless extension of staff.  We serve as the town/village/city/county engineer for a number of communities, representing communi­ties at municipal, planning board, and zoning board meetings, providing alternative solutions to existing problems, and helping make sure the com­munity and surrounding properties benefit as much as possible when new develop­ments are undertaken. Utility Master Plans and Mapping

Our utility master plans document and assess the condition and capacity of utility and site assets. The information is captured in a user-friendly geospatial facility information and management mapping system. Technologies such as GPS and traditional surveying locate at-grade, above-grade and below-grade utility and infrastructure features. Subsurface utility engineering such as ground penetrating radar locates and maps subsurface infrastructure. We assess and evaluate many utilities—stormwater, low-voltage security and signal, gas, sanitary sewer, water, communications, concrete utility tunnels, high/medium/low voltage electrical, and high temperature hot water  and steam/condensate. In addition to geo-referenced CAD drawings, infrastructure asset information is captured in a spatially enabled, GIS-based database/facility information management system (FIMS). The system is a centralized storage repository for facility-related data, giving facility professionals an easy way to search and retrieve information. A typical master planning report includes condition assessment , capacity assessment,  recommendations, capital budget summaries and projections, life expectancy, total replacement costs, maintenance and operations considerations, upgrades/repair summary and costs, sustainability plan, alternative approaches, and recommended inspection and maintenance schedules.
