Old Liverpool Road Project Earns APWA CNY Transportation Project of the Year


C&S is excited to share that the Old Liverpool Road (C.R. 137) Paving Project has been named an APWA Central New York Transportation Project of the Year.
Old Liverpool Road is a major connector on the north side of Onondaga Lake, and with many regional changes underway — the I‑81 Viaduct Project, Route 370 improvements, and the Amazon distribution center — the corridor was due for upgrades to better serve today’s drivers, pedestrians, cyclists, and businesses.
Working with Onondaga County DOT, Lu Engineers, OCWA, and Barrett Paving, our team provided final design, construction administration, and inspection services for this $7.9 million, 1.4‑mile corridor overhaul. The project added modern safety features, improved traffic flow, revitalized aging infrastructure, and significantly enhanced pedestrian accessibility — all while keeping an extremely busy commuter route moving.
Project highlights include:
- Green infrastructure including infiltration trenches and bioswales to manage stormwater sustainably.
- A full two‑course mill and fill to restore pavement service life.
- New turn lanes and a continuous two‑way left‑turn lane throughout most of the corridor to improve capacity and operations.
- Upgraded traffic signals with new equipment and video detection to optimize flow.
- 1.4 miles of new sidewalk, ADA‑compliant curb ramps, updated crosswalks, and audible pushbuttons.
- A new HAWK pedestrian signal at School Road and RRFBs at the Buckley Road/Park Street interchange to boost pedestrian safety.


Like many corridor projects, this one brought its share of surprises — including major utility relocation delays and a concurrent OCWA water main replacement. But thanks to close communication, responsive field management, and a truly collaborative project team, construction stayed on track and top course paving was completed on time.
The Old Liverpool Road Paving project successfully improved the service life of the riding surface, addressed capacity issues, and enhanced pedestrian safety and accessibility.
