On-Call Planning Services

In 2018, C&S was selected by the Port of Portland to provide as-needed aviation planning services for five years. The Port is in the midst of a 10-year terminal and landside redevelopment plan called PDXNext. Major projects include the Terminal Core Redevelopment (TCORE), terminal balancing/Concourse E extension, and new parking and rental car facilities.

C&S, as a strategic advisor, is supporting PDXNext with specialized terminal planning services. To date we have assisted with the PDX forecast refresh and gate model update and PDX terminal core peer review, and were the lead consultant for the centralized receiving and distribution center (CRDC) business case. As part of the forecast refresh and gate model update, C&S supported another consulting firm with input to the gate requirements model and gate modeling/scenario testing, and coordination with the design team.

Additionally, C&S has been involved in a variety of other planning projects, including:

  • Landside Access Revalidation—Reviewed all of the Port’s parking products, and determining ways to maximize revenue, improve customer experience, and reduce congestion without building significant infrastructure
  • Solar Siting Study—Part of a large energy resilience plan that will address climate change issues and enhance energy independence during a natural disaster
  • On-Airport Property Evaluations—Completed at all three Port airports to determine the highest and best use of the parcels
  • Climate Change Risk and Vulnerability Assessment—Conducted research and summarized the major climate hazards and concerns to the Airport, airline industry, and aviation business partners
